DVLA say they are still awaiting my application return form but they signed for it

The DVLA say they are still awaiting my application return form for my provisional licence but they signed for it 6 days ago, I only have roughly 9 days until they refund me and they've sent me an email reminding me this even though they have received it, not sure what to do as they said only call them up if it has been three weeks of not receiving anything, just wanted to hear more opinions and how long it took for you to get your provisional licence?

Can't comment on how long it takes for a provisional license, but just ring them up and clarify the situation. Unless you've just come off the phone or had an e-mall from them in the last day or so where they claimed they still hadn't received it, it's possible their 'system' just hadn't updated to reflect that fact they have now received it when they sent that e-mail. Ignore the three weeks thing. That's to do with how long they expect it to take when they've got everything (so they're saying there's no point ringing up before then), not that you can't call them. All you want to do is clarify why they say they're still awaiting the paperwork that someone has supposedly signed for.
